No, it was 39. I leveled a ranger to 50 pre-kunark. Obviously harmony can't be used in guk/solb, but CT is outdoor, where you can level to 45-46, also Highkeep nobles to 50. Once camps are broken up and you're chain pulling, you don't need it anymore anyway, so who cares?
