I have been in the same location for a few years. Every now and then, even recently, when the power goes out we'll get a new IP address from our cable internet provider. Has not been an issue with connecting and staying connected to project 1999 servers.

25Mbps I think is just fine for Everquest. I would not try streaming television, downloading something and trying to play an online game at the same time - might have some lag then.

Is your new service physical like cable, dialup/dsl? Or wireless like satellite or cellular? And then finally did you change anything in your home network like switching from ethernet to wifi?
