Sebilis is best, Kurns Tower and Crystal Caverns are both great lower level dungeons.

I'm here repping Crystal Caverns. It is so incredible! The lore of the Dwarven town + music + layout is top notch. One of my favorite all time zones in Norrath.

No love for howling stones? Definitely my favorite with upper/lower guk and sebilis taking next up. Honestly hard to choose all these are great tho.
