Which zone should get the next ZEM boost?

Variable ZEM off zone population. The more people crowd in a zone, the worse the ZEM gets. That will get people to spread to zones others aren't in.

HS is already a pretty small zone compared to the others. Sebilis would be great. I personally voted velks bc it's a fun zone with some cool content
