Lag issues on brand new computer, HELP!

Hey everyone, the wife and i recently got new computers, hers runs the game flawlessly with all spell effects and everything even during TOV raids, while mine on the other hand, is barely functional at best come raid time.

We are both connected to the same wifi, i have disabled the IGPU, set processor affinity, downloaded eq playnice, turned off Vsync, turned off dynamic lighting, fiddled with the power settings, and every in game/nvidia setting i can think of. Nothing works.

One thing i did notice is that when you go to options in game, in the engine settings part where you disable dynamic lighting, it states i only have 1024MB of memory, which is strange and may have something to do with my issues but i have no clue how to change it.

Anyways specs below, any help you might have would be appreciated

My comp:
Intel i5-9400F
16gb ram
Nvidia GTX 1650

Wifes comp is AMD but has supposedly lesser components, and was quite a bit cheaper as well.
