Iksar Armor quests

Are these not in game?

I did 4 of the turn ins for recommendations for the Iksar Warrior armor, but the actual quest mob was not in game. Did I just waste hours of my time? Are the quest mobs added later?

They were not added until November 2000, after epics.

No Iksar Armor quest. You wasted your time. Same as many others.
