Haha, their "War machine?". What war machine? They could easily invade and take over almost every single country that surrounds them and they don't. They don't *want* conflict, their enemies do. It's extremely easy to understand. That certainly doesn't mean they are infallible or not worthy of criticisms, but it's yet another case of people not being able to see the forest for the trees.
