Why did the Kael FTE rules change?

The final agreement in the UN:
Kael changes

Kael is now a <race> - max 4 racers - pull with FTE - no crown of rile - have to levi - max speed: sow - start line snow/grass (the old line)

Only 4 racers from each guild / alliance can go beyond the zoneline until after FTE is out. Do not go beyond the zoneline until after FTE is out unless you are a racer.

* first 8 hours - delayed race
* second 8 hours - instant race
< dealyed race >: 1 tracker, as soon as statue/KT pops make a shout message (Statue pop) /ran 1000 beginning 3 min after pop shout. 900-1000 rolls indicate race start.
