My limited understanding is that a level 49-50 warrior will have a primary damage bonus of 8, and thereby an Electrum Bladed Wakizashi with a 7/21 ratio would turn into a 15/21 in the primary hand?

To be clear, it does not turn into a 15/21 weapon, it turns into a 7/21 + 8 damage, which is different. The damage bonus is added at the end, it is not scaled.

To explain the difference--if the damage was added to the base damage of your weapon, a 6/20 weapon at level 31 would be an 8/20, so you'd expect to regularly hit for 16 since you hit for twice that. You don't, you hit for 14.
