Miscellaneous: Dark Boned Bracelet

With sol quests opened I swung by unrest to grab a dark boned bracelet. After 30-40 DB skele deaths not a single one dropped. Wondering if they are supposed to drop yet or not.

Also I found this thread from years back and am wondering if its a similar issue. Apologies if this is currently the intended state of things.
