Actually, this has been a fairly well established fundamental foundation of jurisprudence throughout the western world all the way back to biblical times. As a roman citizen, Nirgon (and DMO on the whole) have the right to appeal to Ceasar when subjected to the kangaroo court of the Pharisees; and seeing as how Christendom has replaced Ceasar's Authority for some 1500 years, the responsibility for conducting this inquiry defaults to me.
