spells_us.txt outdated error has some issues

Downloaded P99Files53 from homepage into downloads folder.
Extracted/unzipped file directly into my EQ folder.
Open game with WinEQ
Login
start green
Error - Spells_us.txt needs to be replaced with correct version

Same problem for a number of us. Have seen some suggested fixes, but they did not work. Is there a problem with the patch itself or am I and others doing something wrong?
