Yes. Read the story of the sick foreigner who sneaked her way to meet Jesus. It starts off with Jesus refusing her because she is a foreigner and there were needy Israelites. He explains many times it would not be just to dedicate resources to a foreigner when his own people needed help. “I was sent only to help the lost sheep of Israel”.
