This is doable if an automated process would work because I don't think that anyone will ever be able to go through and recreate each texture manually. As Savok mentioned there's no telling how many there are.
I'm not sure how much better than the luclin we'd be able to get them though. It would depend on if those textures are already at max size. The thing we have going for us with the character textures is that we can increase them 4x which allows for greater detail. So assuming that they aren't at full resolution already I would think the workflow would be something like this: open texture resize up (8x or 12x) blur run through Neat Image to sharpen resize down to max allowable resoultion If they are already at full resolution Neat Image might be able to clean them up some. Might be worth trying.
