Would a level 38 Mob give exp all the way to 50?

There’s no question about it. There is an xp penalty for killing greens

It's 50% for high green exp mob, and 25% for low green exp mob. The 50% used to be light blue until they changed it ~4 years ago or so. I assume this is how it works on green/teal unless they changed something again.

So yea killing high greens in HHK is still better than dark blues in most zones.
