Game Mechanics: Mob refresh on spells and melee abilities

Player bash/kick is on something like a 8 or 9 sec cooldown, give or take a little.

Monsters on P99 bash/kick every 5 seconds. They do *not* bash every round, but it is quite frequent--works out to about every other round.
