Combine weapons are your best bet because gypsy vendors are not a rare spawn. Go to North Ro by the FP zoneline in the off-hours. Travel between the FP zoneline and where the dunes begin, avoid guards and kill decaying skels. There are like 40 skel spawns within a small area and they pop every 160 seconds. Sell all loot to Murissa "I'll trade with anyone" Sandwhisper. Sell bone chips in EC tunnel.
I started off several chars by running them there and just killing the skels. By the time I ding 5 I have 100+ plat. You're level 16, you should be able to collect like 10 skels in one place and beat them all down in 30 seconds. Rinse and repeat.
Walk back one step between kills for easy pickup
