Game Mechanics: Bard Dot DMG

It seems to do a little more than half of the dmg it used to but still on occasion ticks for what it did before patch.

Bards are supposed to be excluded from the dot nerf "while mobs are moving".

So if you're doing a little more than half (66%) of damage it is definitely a bug.
