On Terris Thule, back when you could see population numbers, it was easily above 2k consistently. It was also above 2k on Ayonae Ro where I was a Guide.

And, as stated many times, I am sure those were numbers at one time, but they were not the numbers pre-kunark and they were not the numbers at launch, which is the point of discussion here.
