I just had this happen reinstalling on a laptop... something goofy happened with the virtual drives as it was installing and it resulted in this.
Just completely uninstall, reinstall the game, and repatch with the p99 files. If you're using windows 10, just mount the ISO's via windows. If you have to use some program to do it, try something other then what you used the first time, daemon tools sucks.
Don't let windows install it in some goofy location either, I've had it do weird things with that too...
