It's definitely a concern due to inflating platinum into the server at rates unintended. But Rogean said in a different thread about this that the Rabid wolf for example will have special spawn rules to avoid this, in addition to other quests like this that are in areas they intend to increase spawn rates. Not sure exactly what he mean, but he did say it.
And as far as claiming the camp, nobody is gonna respect that outdoor in a single spawn. People on beta already don't (some mage went away to turn in, came back and reclaimed it with sheer force) so I doubt on launch they will treat it differently, it will be FFA. But if Rogean says they have already planned for this , then I assume it is a non isssue.
