Even though they said October, it's possible they aren't being more specific in case it gets delayed until November. Otherwise they could just choose a date they know they'll be ready for sure. They could wait until then to launch even if they could launch sooner. I like to have a date even if I had to wait longer which I wouldn't be aware of anyhow. All I would know is the date and not the details of how they delivered it by that date.
