Any list that doesn't include Frozen Shard (or small dragonbone shard for shorties) is wrong. 13/26 piercer for< 1k is unbeatable until epic. Compliment with CSS or Jade mace and you're good until epic/raids.

Treeweave is a cheap option if you can wear it (like 200p)
Hero Bracer is a cheap option (like 150p) that's good for a long time
Sarnak Hide mask is like 50p
5/55 rings are great (500p)

All of that added up is around 3500 or so. Can fill in with banded or whatever and you'll be 90% as effective as a fully decked out twink. Maybe spend the rest of the $ on a couple WR bags and some SoW pots. My 2cp.

You're absolutely right about the Frozen Shard. My Rogue is a 'slow burner' character who I only play with a couple very casual friends every once in a while. Trakasaur's Tooth is crazy good before L20!

Great use of OP's budget too, weight reduction bags are always welcome.
