A wall isn't a waste of money. The point is a couple billion dollars isn't nearly enough to do anything significant. The democrats could have slept well on that and played it cool. Smart walls, gold walls, fences are not really the thing and I don't think it ever was. I initially seen it as citizens wanting to do something but I am not sure anymore.
