Where to go as a 16 Enchanter

I'm currently levelling my enchanter who is now 23. At 16 I did bandits in West Karana. They're about light blue but the sashes are amazing exp and, most of all for this level, amazing loot in the form of bronze weapons which sell for anything between 1 - 5pp per sash turn in (in Qeynos). I managed to afford most of my spells and a few small gear upgrades by doing this from about level 12 to 18.

For more group action, I would head over to Oasis of Marr for crocs which, as an enchanter, you can pretty much do until 22+ (charm solo deepwaters). For me, I headed over to The Overthere at 21 to solo cockatrice, tigers and cactus. In a few days I hit 23, really good solo exp, either with our crappy pet or charm soloing (I always get a tigeress for charm solo, as the dps is pretty great and they con light blue / green, so easy to keep under control).
