What should I level? 35 sham or 39 druid? (broke casual player)

Where did you level at 35? I am debating on heading to EW for the giant fort.

I killed Cynthia in Rathe Mtns at the gypsy camp to like 37 (good afk camp while at work) and north karana guards to about 40. Then West/East Freeport to 45.
