NPC Spawn Issue: Guard Tolus in EC

Hi,

Guard Tolus in East Commonlands currently has a ~12 (?) minute spawn -- I can get two or more pops of Guard Reskin who's on a 6 or 6.5 min timer before I see another Guard Tolus spawn. I'm pretty sure he doesn't wander from Inn 2. He should be a 6.5 minute spawn as well.
