Windows 10 install issues

I’ve done this numerous times like this:

1) Install with Titanium install NOT to default directory, choose C:\EQ-P99
2) DO NOT LAUNCH/PATCH
3) Extract P99 zip files into directory, deleted files listed in instructions.
4) Lauch game with provided BAT file (believe its called launch titanium) or similar.
