Spells: Breath of Ro / Ice stacking issues

49 Ice Cold based DD (612 damage), decrease Fire Resist (50) 250 Bought

52 Breath of Ro Fire based DoT (92 damage every 6 sec for a total of 920 damage), decrease AC (19-21), Fire Resist (27-31) 250 Bought

If http://www.crys.org/everquest/spells...=49&maxrank=60 can be taken literally then they should stack. Ice reduces FR in slot 2 while Ro does it in slot 3. Still, Ro wont overwrite the effect of Ice in the same slot given it's about half as strong.
