The devs don't know everything, if they did then they wouldn't have these forums. If they do research of their own to help then just be thankful, but if you want a change it needs to be pretty solid evidence. So no, they don't always comment.

To date, I see nothing concrete to suggest cultural fletching was a thing in EQ prior to 12/4/2001. The mithril components are used in cultural blacksmithing or tailoring I think, so that does not lend any credibility.

You need to actually prove that the combine existed prior to 12/4/2001 via a time stamped post or wayback machine.

Earliest comments are June of 2002 asking for a recipe. That is kind of close but still doubt people did not know a recipe for 6 months. Start digging for more proof if you think they existed sooner! May make good custom content some day if they ever implement.
