Celestial Solvent?

Anyone have an idea of when Celestial Solvent was introduced -- was it in Luclin or later? 99 wiki showing a couple possible locations but also that it might not be 99 content - Chef Kollof listed for Skyshine vendor certainly isn't in game as of yet.

Just curious if we might ever see it here on 99?

Never. You will never see it (or tradeskills actually being useful for something other than a handful of quests/items, for that matter) on Project 1999.
