Game Mechanics: Humanoids (at least Priest of Discord) should equip armor / items given to them

Could a dev confirm if handing an item to an uncharmed humanoid npc and not having them equip it if your faction is indifferent or less is working as intended?

If I'm understanding things correctly then priest of discord is dubious and eats the items, but if he accepted items in classic and equipped them, then at least dubious should equip items.
