I don't doubt he was added in, but it seems the other comments and clicking on the items themselves seem to suggest the rewards were from some sort of Firionia Vie GM event in Burning Woods or Skyfire or something I read from one of the links. Others seemed to suggest the mob was a quest NPC that you handed coins to from GM events to receive rewards.

Saw nothing in era of him dropping those loots. Of course it could be possible no one successfully killed him as he seemed to be very beastly, but I don't think he should be added in with those items.

Would be cool if those city NPCs are added and just reward some items from coins acquired during GM events or perhaps rare random ground spawns in world (one post mentioned someone picked up a coin from the ground to give this guy).

Coins could make it easier for GMs to distribute items to people during GM events or make them a rare ground spawns elsewhere in world.
The items and quest were intended, I doubt there is any video of the fan faire on youtube but story goes something like this guy made himself a personal vendor that produced plat, and basically 'stole' from other developers - their revenge was to hand out tokens you gave in (which gave you one item on his drop table for your class) from GM events (this was there attempt about 2 years before legends server for 'custom content') - hes 72 hour spawn (this i almost remember 100%) and he always dropped at least 2 items, he was a 3 group mob in velious era (pre luclin) I remember because warriors still wanted cobalt legs.
