I'm sure the IMF and World Bank have interests in securing loans (debt) to rebuild the place in either the new North Korea that would emerge or if the people of the north accept South Korea's leadership that follows.
Until then they'll just keep squeezing til he has to make a move. What surprises me slightly is China (it's main communist pal) really isn't doing anything to help.

China doesn't want to deal with the refugees. NK is more of a distraction tactic with Trump. Trace the amping of war rhetoric with the legislative side of things for us in the US. Your parliament and prime minister proly do the same stupid shit within the cultural context. The outlier here is whether or not China and-or Russia would honor their treaties with North Korea. Brinksmanship is the model that's being used, but the political, economical climate, reality has changed dramatically since the USSR disolved.
