Clockwork types, not Watchmen. I've noticed the Watchmen outside the city running around toting their fists. And I'm not entirely sure allakhazam loot tables are always too accurate, some stuff isn't there; ie. practically none of the Oggok Bouncers have Crude Steins mentioned on their loot tables.

There was one right at entrance too who had a shield and sword, but didn't drop either one. It's just that it bothers me that they're visually holding a weapon and a shield, then end up holding nothing but 8 pieces of gold. =p
