Swamp of No Hope - Captain Nedar/Mystic Dovan spawn broken

It should be noted, this has broken Shaman Skull Quest 4 (Mystic Dovan is the NPC you receive the C.O.R.N chest from and turn it back into when filled with Tiny Glowing Skulls). Are GM's willing to assist in spawning Dovan (who should be spawning daily, but per Nilbog's note, if he is not up when the server resets, he won't be up)?
