I played a DE necro pre velious. Save cash for spells and get a harvester (around 300pp) if you want it early, or quest for it later. The stats are nice, but the look is awesome. Beats the look of that duck skull stick epic any day. That and a stein of moggok, green silken drapes (+9 stamina) - they go for about 20-50pp (people often can't give them away, but as a de necro you need the stam)
Even that stuff, you don't need to rush to get much of it. Necro are a powerhouse and DE necros are as much about the look/feel as anything. Ikky for min/max, DE for old world travels and not power gaming
