Unable to send PMs

Hello, was just curious if anyone had any insight into why I am unable to send PMs? This is a fresh forum account but I am unable to send them on my primary as well. I am recently returning having taken a break since before Velious launch, but cannot find any information as pertains to disabling due to inactivity? Thanks for any and all assistance.
