You can only get skill ups when it works. When sense heading is zero, it very very rarely works, so you very very rarely gain skill ups. Pump it to 5 or 10 or so, bind it to a key, and you'll be maxed in no time.

If it is 0 ... you can push it until the year 2100 ... and you will never get a skillup. So go see your trainer.
Sense heading is one of those skills, where it is entirely on the client that it determines if you succeed or not. That info is not sent to the server. Whether you get a skillup or not, is determined on the server. So for this skill, skill up rate, is not connected to success or failure. For other skills, sometimes they are connected.
