or characters that are killed in PvP and not part of the guild they engaged while on raid content will, after dying, not be allowed to enter velious raid zones for 6 hours - including ToV, Kael, Icewell, DN, WWL, CS (lol KD raid target), SS, IC (lodi is now a raid target), GD (ring 10 event is raid), Velks, ST, thurg and EW and CC because connected to raid zones, Nro because it's connected to IC, CoM because players involved in velious raids are often bound there thus making it part of velious, oh and also PoM, and also kunark because of the tenuous lore attaching itself to velious.

scenario 1: ragnarok is raiding. apex zones in and a bunch of apex take YT's. if those dead players are bound if off limits zones, they will be kicked from the server until 6 hours has passed.

scenario 2: apex is raiding. ragnarok zones in, but because of subclause 7 ragnarok is actually the raid whereas apex is just warming up the zone, so pvp is turned off immediately, all gear is transferred instantaneously off of apex toons to ragnarok bankers and apex must zone out and not come back for a week.
