The current active player base has not demonstrated that reversing the PNP would lead to a more positive experience. They have a hard enough time obeying LNS (hello, Smallmee!) as it is. Removing the rules that keep these sadists at least sometimes-civil would be dangerous for the new player experience.
The golden age didn't have de-leveled twinked alts in every major leveling zone. It was also considerably less toxic.
