![]() They probably just went through items tagged as "quest items" that had no actual quests attached and made something up for the new expansion. Devs already said a few years ago that there are no unsolved old quests/etc. Everything was completed.

Many of the items have been in the game since at least 2002 (probably earlier) but no one ever figured out what they were for. The stats are in line for high end Kunark items as well. I'm thinking they could actually be legit.
