That is part of the issue.

Reset = seek mode where new target is acquired. You're right.

The problem is with the lock it's exploited and is hardly self policing. Either a wipe ends your shot and only if no one is there to contest you can keep going or have re fte be from people who leave the zone in once wipe occurs. I don't think flopping monks on a wipe then standing should be allowed as a re fte. That's about as shady as it gets.
