i even tried to play with diff resolutions than on your ini file but no luck, still getting that memory issue

ive had it working in the past, but this is a fairly new computer, first time ive tried in intall p1999 on it, just wish i could get it working

Change your desktop resolution to 1600 x 900 if you can, and try. Not just change in ini.

resintalled, and changed my desktop resolution to 1600x900 and got the same issue, damn you windows 10!

I have windows 10, and had to install in C directory in p99 own folder, not in windows etc folders... And BOOM no more errors. Perhaps this may work for yas....
I kno its frustrating =/
