for me i saw that like 16 gigs of my ram was being completely utilized to 99%. I discovered my issue was using a motherboard with Qualcomm Atheros Killer™ E2200 (http://www.killernetworking.com/products/e2200). Since win10 sends everything back to Microsith (just use wireshark and see all those fucking network packets going out).
I disabled a bunch of shit but you can just update the drivers to the latest and it should work. I'd recommend looking investigating this as it seems it could be potentially related to your issue.

I use this. It forces EQ to use only 1 processor, and it helped me:
cmd.exe /C Start /affinity 1 eqgame.exe patchme

Yes, I have 2 boxes running xp. So what if support ended for it? It runs 6 core cpu's fine, just can't use a lot of RAM....
You mentioned you had just upgraded to Windows 10 - You know, we did the same in July with a system with Windows 7, before we started on P1999. That system spent a LOT of time patching after the upgrade. During that time, it was a pig, and you couldn't even connect to Google half the time! I wonder if the system isn't DL'ing a mess of new stuff to install/update? Maybe give it a few days of running 24/7, and see if it clears up after that?
