At lvl 12 the bandit sisters in Lfay should be killable. They drop weaps that vendor in zone for 3-5pp each. It adds up surprisingly quick.

http://wiki.project1999.com/Sionachie's_Partisan Is available for about 250pp and is a great bard weapon up to 40+ or until you find better.
