Wavecrasher is on cold resist, all other slows in the game are on magic resist and some higher end targets are immune to magic, but not cold.

Wavecrasher is not cold based. Only trident of deep seas is.

And revamped chardok has two slow proccing weapons but they are shaman/chanter only respectively
