Yes. This happens to me in that zone too. It doesn't anywhere else. I can cast and then I may wait 30 seconds before the spell lands and my spell gems are not grayed out. If I zone out it usually fixes it. This doesn't happen every time I am in there but I can be in there a while and then it can just start doing it and I have to zone and come back to try to get it back to normal.
