I had a similar problem in North Karanas... Prior to levelling up to 14 and getting my own ability to bind, I tried to get my partner to bind me at the gypsy camp in NK .. no success, received the "cannot develop an affinity" message.. Same when we attempted to bind at the EC tunnel, another spot I recall being popular for melee to bind in the early days. Haven't tried it yet, but another spot I recall being popular when the zone was available, was binding at the rock in Paineel outside the Hole.

The ability to bind in Arena was not initially available. Our NK binding script is on the fritz. You were never able to bind in EComm unless you were a caster. And you could bind at the rock in Paineel cause you're in a city.
