Exactly, I alluded to this on a thread in RnF, it's a hidden exploit for the crews he knows (dentists/meow pals) who have "contributed" in the past. There's no way that something as random as bone chips all of a sudden qualifies for a pvp ticket unless it's on purpose, also we found out the exploit through word of mouth.. lmfao the people he put it in for were the same ones running their mouth about it.

I bet it was all items that were handed to the NPC and the default function on sub EVENT_ITEM was to return the ticket, to prevent some sort of item loss scenario when you accidentally hand in an item.

That check_handins plugin is all sorts of fucked, though. I've seen weirder shit.
